Founding Principal, El Perial Management Services
Ian Bertrand has been since 2005 the CEO of Offshore Technology Solutions Limited, Trinidad. He is also the founding Principal of El Perial Management Services, established in 1993. He is one of the earliest practitioners of Operations Research in the Caribbean.
Ian’s background is varied; he was for two years a Principal in Consulting Practice of Peat Marwick Mitchell & Co. Thereafter, Divisional Manager, Systems & Economics TRINTOC, now PETROTRIN, prior to joining BWIA in 1979 as CEO until 1993. He was a founding Commissioner of the Securities Exchange Commission of Trinidad & Tobago, serving for two (2) terms.
Over the period mid-1999 to December 2002, Mr. Bertrand was the project manager for the successful establishment of a National Pre-Hospital EHS Programme in T&T.
Ian has focused on developing mutually beneficial partnerships between airlines and the tourism industry in the Caribbean. He completed the WTO ‘Study of Critical Issues Affecting the Regional Air Transport Sub-Sector’ for the 2001 CARICOM HoG Summit on Tourism which he subsequently updated in 2006 for the EU focusing on the CARIFORUM Grouping. In 2009 Ian completed three reports on regional aviation sustainability, two for CARICOM and one for the University of Waterloo. He has completed Access Strategy Plans for St. Maarten, Anguilla and Dominica and developed the broad strategies of the St Maarten Tourism Master Plan 2005-15. He led the 2015 Study to enhance intra-OECS air travel. In 2017 Ian assisted CARISEC in revising the CARICOM MASA; a key tool in improving regional air connectivity. He also led the team that completed the CARICOM Air Service Policy and Strategy focusing on Sustainable Tourism & Trade.
Ian holds an M.A.(CANTAB) degree and M.Sc. and D.I.C. degrees from London University, England, in Operations Research and Management Studies.
